Despite the fact that the Mosque of Constanta is a religious place, the tower of the Mosque is great for the best view over the port and the peninsula area.
It is basically ruined and needs active renovations, but it is one of the most beautiful buildings in Constanta. It looks more like old opera house, than a casino. It is also beautifully situated - near the sea-port and the view is amazing. I would totally recommend to visit it!

If the weather is not the best for going to the beach, visiting the Romanian Navy Museum is the number one alternative you should have in mind.
All you can learn about the Navy is there - from the vessels to the weapons and uniforms, lighthouses and navigation maps. The kids will be thrilled and adults will certainly find out something new. Even if you are not passionate about the subject, the amount of novelty information you can get (either by reading the labels or asking a guide) is tremendous.
